Fast Forward WEHO: A Guide to Community Planning

Developed for the City of West Hollywood, this design-directed research explores strategies to guide new development through thoughtful zoning regulations that align with the city's vision for a more equitable, sustainable, and livable urban environment. The goal is to create healthy, safe, and vibrant neighborhoods with a diverse range of housing options that cater to all socioeconomic groups. To achieve this, zoning policies must promote fair housing, universal design, and sustainability, ensuring that new developments contribute to an inclusive and resilient city. A key focus of this study is integrating passive design strategies that enhance comfort and reduce energy consumption. By encouraging better-scaled building massing, cross-ventilation, and access to natural light, zoning regulations can support developments that are not only efficient but also promote well-being. Courtyards, terraces, and strategically placed openings create opportunities for airflow, daylight, and social interaction, reinforcing West Hollywood’s commitment to sustainable, human-centered urbanism. Walkability remains a priority, with policies that promote pedestrian-friendly streetscapes, accessible pathways, and active ground-floor uses to foster community engagement and safer, more connected neighborhoods. Additionally, this research highlights the integration of landscape design as a fundamental element of future development. Green infrastructure, native plantings, and shaded outdoor spaces contribute to environmental sustainability while enhancing the public realm. Thoughtful zoning regulations will ensure that open spaces and courtyards are not just aesthetic features but functional, climate-responsive urban elements that mitigate heat, improve air quality, and encourage outdoor living. By shaping policies that support these design principles, West Hollywood continues to lead as a model for progressive, resilient, and people-centered urban growth.
